India and the Maldives have reached "mutually workable solutions" for operating three aircraft in the Indian Ocean archipelago, despite bilateral ties being at a fresh low. In a high-level core group meeting, both sides agreed that India would replace military personnel in one aviation platform by March 10, 2024, and complete the replacement in the other two platforms by May 10, 2024. The move is expected to enable the continued operation of Indian aviation platforms providing humanitarian and medevac services in the Maldives.

While the Indian external affairs ministry's statement was silent on the withdrawal of Indian military personnel, details from the Maldivian foreign ministry clarified the compromise reached, reflecting the Maldives' demand for a complete withdrawal by March 15. Bilateral relations are strained, with the Maldivian government aligning closer to China and reducing dependence on India in key sectors like healthcare and food security.

The Indian side is considering options to replace over 75 military personnel with civilian operators, potentially retired personnel with relevant experience. The Maldivian side has indicated that Indian civilian workers can stay, but military personnel must depart. The high-level core group also discussed wider bilateral cooperation issues, including expediting development projects. The next core group meeting is scheduled in Male during the last week of February, focusing on improving defence and security cooperation, economic partnerships, and development initiatives.
